It may be that 29 members of the F18 committee's opinion that 2x25 is 30 but 2 members could perform this calculation and were correct. The non‐persuasive rationale suggests that DC testing is used, for A92.2 so therefore can be used here. However a brief search of ASTM website shows: ASTM A92 ‐ Withdrawn 1937: Specification for High‐Speed Tool Steel Even if A92.2 is the existing ANSI standard for Vehicle‐Mounted Elevating and Rotating Aerial Devices that is no scientific rationale for DC testing by continuing a mistake or for comparing a truck with a small object which can easily fit in an inside test facility. 3) Institutional Ignorance Unfortunately there are no ASTM regulations against lying or deceiving or Code of Ethics. Their conclusion was that "If the admittance is mostly capacitive then testing shall be performed by AC" However the authors trust that COS will throw out this ballot, on the evidence enclosed in this Appeal, with the observation that F18 has been hijacked by a cartel of 2 companies and demonstrated that F18 has neither the scope nor the competence for these products. Sometimes you just have to protect the public from manifest ignorance.
